Department of Human Rights and Law (DHRL) of the Indian Social Institute, New Delhi, is organizing a three-day Seminar-cum-Workshop on “Empowering Dalit and Tribal Lawyers for Empowering India” from 4 to 6 July, 2014 (starting at 9.00 a.m. on 4th and ending at 4.00 p.m. on 6th ) at Indian Social Institute, 10-Institutional Area, Lodi Road, New Delhi-110 003.

Rationale: The Dalit and Tribal communities in India continue to reel under incessant human right violations in the form of violence and atrocities. It calls for empowering and developing leadership among Dalit and Tribal communities, lawyers in particular, to give voice to the anguish, aspirations and hopes of their people and lead them forward and affirm their right to equity, identity, dignity, life, development and future. However owing to discrimination and disadvantages, Dalit and Tribal legal professionals by and large have been unable to have a strong footing in legal practice. Thus the purpose of this training is to promote Dalit and Tribal legal empowerment initiatives and to promote solidarity among Dalit and Tribal legal fraternity.

Programme Details: It is meant for the lawyers (both those who have completed as well as pursuing law) and advocates from Dalit and Tribal Communities.

Objectives: The main objectives of the programme are:

– To promote Dalit and Tribal legal empowerment
– To promote network of Dalit and Tribal lawyers.

Methodology: The training programme will be conducted by qualified and eminent persons in the field of law and legal practice. The emphasis is on imparting knowledge through discussion, personal sharing, case study, documentary films, interactions and meetings with advocates, social activists, and visits to National Commission for Women, National Human Rights Commission, Family Courts, Consumer Courts, and Parliament House etc.

Topics: This course will cover the following topics:

  • Sharing of experiences and knowledge on issues of concern including the practice of untouchability and discrimination against Dalits/Adivasis, Tribals, unorganized labour and child labour, Dalit/Adivasi/Tribal land rights.
  • Human rights of Dalits and Tribals and their violations
  • SC/ST issues & Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act, 1989, Civil Liberties Act, 1988.
  • Protection of Human Rights Act, 1993, Composition and functioning of NHRC/SHRCs and Other National/State Commissions.
  • Criminal Procedure system in India including human rights and police.
  • Court practices and procedures.
  • Welfare schemes and policies related to Dalit/Adivasi and Tribal communities etc.

Expected Outcome:

Better network among members of Dalit and Tribal legal fraternity and also empowerment and Leadership among the members of the Dalit and Tribal Communities.

Registration fee : Rs. 500/- (non-refundable)
Course fee : Rs. 1,500/- (which include board & lodge)

Course fee : Rs. 750/- (include lunch & tea)

Accommodation (on sharing basis) will be arranged at our Institute’s Hostel from 3rd July (afternoon) to 7th July (forenoon), 2014. To and fro travel expenses to be met by the participants.

Last date to receive duly filled-in application form along with the required amount is 25th June, 2014.
